Improving ViSTA static build configuration

Trying to fix problems when building static ViSTA libraries. Especially problematic with device drivers, which now can be deactivated at once. Static build is overwritten for transcoder libs with SHARED cmake directive in add_library(). The cmake configuration modifications should in no way intervene with dynamic library build.
