Feature/#113 test utilities as own target in MSVS

The test_utilities now have their own subproject in Tests/ (is that an ok position?)

The other project link against that target, so the utilities are only compiled once, at least the non-templated once which I moved into cpp files.

Maybe @tvierjahn should also have a look on this, and one more volunteer reviewer
