Updates for finalization of Report 

 - Fixed some docstrings
 - Changed loading of point data to OGR Version to avoid errors with spatial coordinates
 - Added a new function to reverse search for points in tiff files
 - Added backwards compatibility for old BBD data
 - New scripts for comparing data
 - Updated some scripts with new functions
